The H-1B visa program is being altered by the Trump administration, and Scott Bessent, Treasury Secretary, said the program would be used to temporarily bring skilled foreign workers to the United States with the purpose of training American workers for specialized jobs. This decision marks a transition from a long-term dependency on imported labor to gradually rebuilding the local industries.

Bessent, who was giving an interview to Fox News, described the revised H-1B policy as a “knowledge transfer” program with the ultimate aim of reviving U.S. manufacturing. “For decades, the precision manufacturing has been moving offshore. We cannot create large ships or semiconductors overnight,” he said referring to the plans for increasing the semiconductor manufacturing capacity in Arizona.

As per the strategy, foreign experts would be working in the U.S. for the period of three to seven years in a knowledgeable manner by the American staff and then they would go back to their own countries. “The concept is easy: specialists are hired to educate U.S. laborers. As soon as the Americans become skilled, they will take over,” said Bessent.

The new policy will help to mitigate the concern that hiring foreign workers will push Americans out of the job market. “An American can’t fill this position yet,” emphasized Bessent. “Foreign associates come, impart knowledge and then our labor force is ready. It’s a win-win situation for American jobs and industries.”

The experts, in turn, pointed out that such a strategy was in harmony with the economic vision of President Trump who wanted to bring back to the U.S. the industries deemed as critical and cut down the reliance on imports. It is mainly the sectors such as shipbuilding and semiconductors that will be getting the most support through this initiative.

On the other hand, Economic Measures and Tariff Rebates, Bessent also indicated the part of the administration's economic policy that was broader and included a possible tax rebate of USD 2,000 for families that earn less than USD 100,000. “The goal is to make sure that Americans feel the positive impact of our trade strategies in a very real way,” he commented.

The administration has a vision of “Parallel Prosperity” which is the approach that wants the financial market and the real economy to grow together. Bessent mentioned that in order to keep the market this way, it is essential to have a deep and stable Treasury market.

The revamping of H-1B visas is one among the U.S. policies to regain the high-skill manpower without being dependant on foreigners for a long time.
